Question:
What gear should a 2011 Lincoln MKZ Hybrid be in for towing on a two wheel dolly behind an RV? Owners manual and numerous chat rooms ay Neutral, but occasional recommendations appear for Park. If Neutral, should the seat belt be used to tie down the steering wheel?

You'll have to go with exactly what the owners manual of your 2011 Lincoln MKZ Hybrid states for flat towing procedures. I checked an owners manual for your vehicle and since it's front wheel drive it can easily be towed safely on a dolly.
The steering wheel of your vehicle does need to be locked otherwise the vehicle will pivot on the dolly and the fenders will hit the body of the vehicle. You would not want to do this with a steering wheel. It should lock when the vehicle is in park.
