Question:
I have a 2015 Chevrolet Tahoe. After installing the trailer brake controller and when the trailer harness is plugged in to the vehicle, that is all I need for the brake controller to communicate with the trailer?

Yes, if your brake controller, like the Prodigy P3 # 90195, is connected properly either with an adapter like part # 3016 for your 2015 Chevy Tahoe or if it is spliced in, the controller should be noticing that the trailer is connected.
If you are trying to test your trailer brakes for function and you are using a proportional brake controller, like the P3, then your towing setup will need to be in motion for the trailer brakes to be activated. This is due to the inertia sensor in these types of controllers that senses how much the tow vehicle is slowing down.
You can test for the signal without moving by using the manual override lever. This is used in the case of emergencies, but can also be used to send 12V of power back to your trailer brakes.
