I have a o rac tow dolly. 14 inch tires. Are you familiar with this dolly can I put electric brakes on this

I was unable to find much information on the O Rac Tow Dolly that you mentioned, but you should be able to add electric brake assemblies as long as you obtain all the needed parts.
In order to add electric brakes, you will first need to change the idler hubs that are present to hub and drum assemblies. To pick out the correct set that will fit the spindles on the tow dolly, you will need to determine the inner and outer bearing numbers. These should be stamped onto the bearings themselves. If you cannot locate the numbers, you can also measure the spindle at various locations using a digital caliper like # PTW80157. I have attached an image to assist.
You will also need to add brake mounting flanges to the spindle if they are not already present.
From there, you can select compatible brake assemblies, along with a brake controller that will need to be installed in the tow vehicle, such as the excellent Tekonsha Prodigy P3 # 90195.
I have attached an article that explains everything else that would be needed to install electric brakes. The article is specifically for adding them to a trailer, but it will be the same concept for your tow dolly. If you are able to tell me any of the above information, I will be happy to recommend specific parts.
