For your 1999 Chevy Silverado 1500, you will want the BOLT Trailer Hitch Receiver Lock for 2" and 2-1/2" Hitches - Codes to Early Model GM Key # BL7018445. This will key to 1995-2006 Chevy Silverado trucks.
The BOLT Trailer Hitch Receiver Lock # BL7018446 (for late model GM) codes to 2007-2013 models.
The Center cut keys model years 2014 to present use # BL7023582
