The Kat's Heaters Handi-Heat Magnetic Heater # KH1155 was specifically designed to heat up various fluids in the engine of your vehicle. Since it has a heat output of 300 F - 400 F I recommend going another route.
A better way to go is with the Therma Heat elbow pads. We have part # 277-000162 which is 8" x 3" and part # 277-000161 which is 13" x 3". Either one of these will do a great job keeping your water pipes warm as long as they do not exceed 3" in diameter. Just connect one wire to a power source and the other end to a ground.
I have attached some review videos for you to check out as well.
