Yes, the Hopkins part # HM43315 is a confirmed fit for your 2003 Toyota Tacoma and will give you a 4-Way flat connector for your basic trailer lighting functions.
If you don't already have a trailer hitch then I also recommend installing the Curt Trailer Hitch Receiver # 13013. This is a Class III hitch with a 2" receiver and is a custom fit for your Tacoma.
Then to finish up your towing setup you can use the Curt Class III Ball Mount # C45036 which has a 2" drop and comes with a 2" hitch ball, and a hitch pin and clip. Check out the linked ball mount article to make sure this is the correct product for your towing application since you want to tow your trailer level.
