So you just plug this in? Seems too easy. I have a 2003 highlander with tow package.

The Hopkins Plug-In Simple Wiring Harness # HM11141875 referenced in your question is confirmed to fit your 2003 Toyota Highlander that is equipped with the tow package. This is indeed a simple, plug-and-play installation. The custom-fit harness will install by connecting directly to the built-in port that is located behind the rear bumper on the driver's side of your vehicle. Once you make this connection, you will have a functional 4-Way connector that will connect with and power a trailer's basic signal lights.
I have attached the complete installation instructions that you can also take a look at.
