Question:
I have been looking at tons of these racks and have yet to figure out why some can be used on class I and not others. I know there is a weight rating difference, but if you stay within the lower ratings why not use it?

The design of the shank on many accessories prohibits installation in Class I trailer hitches that have a tab in them. Class I hitches are designed with a tab, see accompanying photo, that keeps Class II accessories from being installed to avoid potential overloading of the trailer hitch and damage to the cargo carrier, contents, hitch or vehicle frame.
We do have some cargo carriers that will work in Class I hitches. The most economical choice is the Curt Hitch Cargo Carrier, item # C18145, see video. We then have, the 20x48 Curt Cargo Carrier # C18110, which has a raised shank to provide ground clearance. Finally, we have the Reese Products Hitch Cargo Carrier # 63155, which I feel is the best constructed carrier of the three.
With any cargo carrier or hitch mounted accessory you will need to stay within the lowest rated item, hitch, vehicle or cargo carrier, capacity to avoid damage or safety issues.
