Will this shut off if amps are higher than 30 ?

The Camco RV Power Defender Voltage Analyzer # CAM55310 referenced in your question features a 30-amp rating but it will not shut off automatically if the amperage rises. If you are over 30 amps, the breaker on the panel you are plugged into should trip or shut off at that point.
The surge protector will protect against things like lightning strikes or sudden voltage spikes. I have attached a short video demonstration on this product that you can also check out.
