can the burners be left on when I use the cover? Like if I needed to cut something up while I was waiting for the stove top to heat up.

The Camco Stovetop Cover and Splash Guard # CAM43554 that you referenced is intended to be folded up when you have the stove top on. You do not want to cover the stove with it on as it is metal and will heat up.
This cover also comes in White, part # CAM43557, and Almond, part # CAM43559.
