is the bracket and mounting hardware included?

Yes, the hinge (brakcet) is already installed on the Camco RV Universal Fit Stovetop Cover and Splash Guard # CAM43554 which you will use for the installation.
It also comes with 5 screws that fit in the 5 mounting holes in the hinge.
