I purchased a wiring kit for my dodge journey last year and last week the passenger side brake light started staying on all the time even when the vehicle was off. I disconnected that side but am wondering what would cause that.

It sounds like something is causing a short on your vehicle or trailer wiring that is causing the brake light circuit to remain powered at all times. I recommend first taking a look at both the vehicle side and trailer side connector, checking the pins for any corrosion or build up, simply cleaning as needed.
If the connectors look okay, you can trace the wiring back from the vehicle connector and look for any frayed or damaged portions. Look specifically for exposed areas of wiring that might be making contact with the trailer frame or nearby wires, as this would be a clear signal for a short.
