Yes, the Curt Trailer Hitch Receiver # C12241 that you referenced is a custom fit for a 2016 Hyundai Tucson. It is a Class II trailer hitch with a 1-1/4" receiver so you will want to make sure your bike rack is compatible with that size receiver.
Please note that per the Curt warranty a support strap, like part # 18050 must be used for all non-trailer loads like your bike rack.
