Kat's Heaters confirms that for the 2017 Toyota Prius base model their frost plug heater # KH11813 is a confirmed fit. Their install instructions are linked for you and these note the installation location is in the block core hole at the center of the front of the engine. It is not necessary to drain coolant.

Another way to warm your engine for easier starting is to use a dipstick-type oil heater # KH15200 that simply slides into your dipstick tube. This oil heater will work on pretty much any vehicle so long as at least 5-inches of the stick is in the engine oil. We also have pad-type heaters like # KH24150 that can be used on either a transmission pan or oil pan to warm these fluids.
