The manual override lever works as it should. increasing power voltage. However there is no power going to the magnets. How do I trouble shoot this problem? Thanks in advance.

There has to be an interruption on the brake output circuit somewhere between the 7-way of the trailer and the magnets. What I would recommend you do is take and keep testing the wiring of the circuit starting at the connector and make your way back to the magnets testing the circuit every few feet or wherever it seems reasonable. Where you find the circuit goes dead is where the problem is.
Also make sure the assemblies are grounding properly.
