Will this work to vertically hold brooms or mops or are the better suited to hold one tool with two clamps, horizontally?

You could pretty easily hold brooms or mops vertically with the Quick Fist Mini Clamps # QF30050 that you referenced. It designed for holding a tool with two clamps but if you wanted to repurpose them to hold a broom or mop you certainly could.
Holds objects from 5/8" to 1-3/8" (15.748 to 33.02 mm) in diameter
