Yes, the item you selected, Camper Tie Down, part # HSSF, will fit your 1994 GMC 1500. Part # HSSF is universal fit item, and mounts over the sidewall of the truck bed, not in the stake pockets.
You can use this tie down kit with spray-in bed liners. If you have a drop-in bed liner, you will need to trim it to use the Camper Tie Down # HSSF.
The recommended hardware kit to install part # HSSF is Camper Tie Down Hardware Package, part # TDHP.
