What Q clips are needed for a 2004 Honda CRV that has a factory rack, but not cross bars.

I have a possible solution for you, but Yakima does not have a Q-Tower fit for the 2004 Honda CR-V with factory crossbars. Yakima has slowly retired the Q-Tower line as of 2018.
Instead, I recommend picking up Rhino-Rack's Vortex Aero kit, consisting of:
Vortex Aero Crossbars, 41 Inches, Silver, part # RRVA106S-2, or Black, part # RRVA106B-2
Rhino-Rack Legs for Vortex Crossbars, part # RRSX100
This will likely give you a more successful and better fitting rack in the long run, as Rhino Rack is currently supporting this generation of bars.
