Rhino-Rack does not make just the replacement keys for their roof racks available. When a customer is needing a replacement key the only option is to locate the stamped number on the lock core and find a matching lock core set like # RRRK005-4 (for key 005), which includes two new keys along with lock barrels.
Obviously this isn't a realistic option for you since you don't have any need for replacement lock cores and you'd rather not spend this kind of money on something you simply want removed. With this in mind your only option is to either give a local locksmith a call to see if they can get the cores unlocked or simply drill out the lock cores so the mounting feet can be taken off.
Please just keep in mind that drilling out the lock cores isn't something the manufacturer recommends as it could damage the feet if you aren't extremely careful. Since you don't seem to have a use for the rack though you might be okay with this.

Hi I have the same issue but i want to put them back on after painting the roof, is my best option to purchase new locks and just carefully drill out my old ones?
