The Tow-Rax Recessed LED Light # TWSPRLB2L is an extremely bright light at 4500 lumens. We also have the Opti-Brite Mini LED Work Light - Flood Beam - 3 Diodes - Black Aluminum - 2-3/4" Square - Qty 1 # TLL52FB which is rated for a raw lumen output of 600 lumens. You would need to created the custom housing to make this a recessed/flush mount light. There are many other options if you create your own housing like the Vision X Duralux Floodlight - LED - 30 Watts - 60 Degree Beam - 5-1/2" x 4-1/2" - Qty 1 # DURA-660 which has a lumen output of 3168. To give you an idea of brightness, 600 lumens is equivalent to about a 40 watt incandescent light bulb. I've linked the page to all of your options. The quantity needed depends on the amount of light you desire.
We also have many options for emergency lights like the Optronics LED Directional Warning Light - SAE Class II - 12 Flash Patterns - Permanent Mount - White # SLL80CB. This light is very similar to others that have different sizes and are flush mounted. I've also attached a link for you to see the other options for a strobe light.
