Is there a wiring harness to connect an rv to a 2015 buick encore tow vehicle?

I did some research and from what I found your 2015 Buick Encore cannot be flat towed with all 4 wheels on the ground. If your vehicle is All-Wheel-Drive (AWD) then it must be towed using a trailer. If Front-Wheel-Drive (FWD) then it must be towed with a tow dolly. Whether your Buick is AWD or FWD, confirm the towing options per your owner's manual.
If FWD then I recommend the Roadmaster Tow Dolly:
Roadmaster Tow Dolly Item # RM-2050-1. Tow dolly has a pivoting deck for easy maneuvering and electric brakes for safe stopping. Loading ramps slide from side-to-side to fit almost any vehicle. 4-way flat trailer connector included but will need 6-way or 7-way connector to activate dolly's brakes. Maximum vehicle weight is 4,250 lbs.
If you can use the tow dolly then you will need a 7-way connector for the dolly's brakes. I recommend the 7-way upgrade kit # HS381-9000 which will work for either dolly. This kit contains everything you will need to upgrade and replace your 4-way with a 7-way connector. It has an RV-style trailer connector, junction box, wire loom, and hardware.
