Does the bumper have to be trimmed on this model base plate ? Is the breaking assist system required for this method of towing ? Are the only other things I need the arms and the wiring kit ?

The Blue Ox Base Plate Kit # BX2260 referenced in your question is confirmed to fit your 2015 Honda Accord Sedan. Installation of this base plate kit does require some trimming of the bumper fascia along with some minor drilling. I have attached the complete written installation instructions for you to check out so you can see exactly what the process will entail. These custom-fit base plates will provide attachment points for the tow bar and feature hidden reinforcements for a nice, sleek appearance.
In addition to the base plates, you will also need a tow bar, safety cable set, lighting solution, and a supplemental braking system. A supplemental braking system is indeed required by law in most states and is typically needed to maintain the RV's warranty.
For a tow bar, I recommend the Blue Ox Alpha Tow Bar # BX7380. This 6,500 pound capacity tow bar features a self-aligning design and simple, secure storage alongside the motorhome when it is not in use. Safety cables are included with this system so they will not need to be purchased separately.
