You certainly can install the Draw-Tite Activator IV # 5504 in your 1998 Chevrolet Tahoe. We do have all of the products that you will need to install the brake controller as well as 7-Way and 4-Way flat connectors for your trailer.
The first place to start would be installing a 4-Way flat connector for the trailer light functions. I recommend using the Curt # C55319 which will install in-line with the wiring on the rear driver side of your Tahoe. If you check out the installation video I attached for a 1999 Chevy Suburban you can see this process being done.
Next you will need to install the Universal Wiring Kit # ETBC7. This will give you both the 7-Way and 4-Way flat connectors and includes all of the wiring needed for a fully-functioning 7-Way. I have attached a sample installation on a 2001 Chevy Express Van that you can reference for the install.
In the 2001 Express Van video the Tekonsha Power Track Brake Controller # 39523 is installed which will install in the same manner as the Draw-Tite Activator that you referenced. If you do not know which wire is the cold side of your stop light switch (only gets hot when the brake pedal is pressed) you can use a Circuit Tester # PTW2992 to help locate it behind the brake pedal.
