I checked with Thule and the Passage 3, # TH911XT is a confirmed fit for your 2007 Honda Element. For the best fit, you will need to place the top clips in the gap at the front edge of the top of the rear hatch. The lower arm of the carrier should be positioned on the upper tier of the bumper. Set the lower clips/hooks in the tow loop located in the center of the vehicle behind the bumper. Then attach the side clips and tighten the Fit Dial to # 11. This should keep your bike rack straps from slipping or becoming disconnected. Also, keep in mind that you cannot use your rear windshield wiper when the carrier is mounted.
If you've mounted your carrier per the instructions and the straps keep coming loose, you may need to replace the Side Hook Assembly & Buckle # TH7532877. Over years of use with a different vehicle the hook could have become misshapen. If your straps have faded or stretched out over time, you may wish to also replace them all. The bottom strap is part # 753-0035-07 and the top strap is # TH7532184.
