Can Swagman XC Hitch Mount Bike Rack Carry 69 lbs Of Bikes

Question:
I can see that I misunderstood the weight limitation as a total of 70lbs, when in fact it is clearly stated that the limitation is 35lbs per bicycle. In my case, I have a 31lb girl's bike and a 37.5lb men's bike. Apparently the weight differential rules out the XC. Thanks for your input on both questions.

As long as both of your bikes are at or below 35 lbs the Swagman XC part # S64650 would fit and work well. I know you said they total weigh 69 lbs, which is below the overall capacity, but if one of them was 40 lbs and the other 19 that would be an issue. You made it sound like they are both the same bike though so most likely they are both 34.5 lbs.
Typically a 2 bike rack won't interfere too much with the headlights since it's only two bikes and most bike frames and wheels are for the most part pretty easy to see right through. But it really depends on the bikes themselves. We've seen several people ask about this type of setup and have yet to hear of a headlight issue so you should be fine.
