Hi, Im looking for parts for an older Thule Standard 581 Roof Mounted Carrier Basket. It is somewhat flat, with plastic covered metal rods running horizontally and has twist knobs at each corner to attach to the rack. Are these parts available? Thanks.

There are some general spare parts available for the Thule Luggage Basket 581 which may be helpful for you.
What is available is the Thule Replacement M5 Hex Key # 853-0930, Replacement Bolt M6 x 12 mm Allen bolt # 919-0612-54, Replacement Hex Nut for Thule # 936060054 Replacement M6 x 25 mm Allen Bolt for Thule # 919-0625-54 and Replacement 3-Wing, High Hand Knob with M8 Bolt for Thule # 753-0776-09. This product was discontinued nearly 16 years ago, so the selection of replacement parts isn't going to be quite as high as you might find with something a little newer.
