Im interest in knowing what the difference is between the Item # 13842, which has additional tabs, versus Item # 13831 for a 2004 Nissan Frontier King cab?

Basically the difference between the two is the tabs like you mentioned and they fit the following vehicles:

Curt # 13842
2003 - 2004 Nissan Frontier Crew Cab with Long Bed
2003 - 2004 Nissan Frontier King Cab

Curt # 13831
2000 - 2004 Nissan Frontier King Cab
2000 - 2001 Nissan Frontier Regular Cab

Since they are both confirmed to fit your 2004 Nissan Frontier King Cab and they have the same specs it is really up to you as to which one you would like to install. We did have a chance to shoot a video of our team installing the # 13831 on a 2003 Frontier that I have linked for you to reference and we rated it a 3 out of 10 for installation as opposed to the 4 out of 10 for part # 13842.
