For a 3 foot dog trailer you probably need an axle that is 40 inches from hub face to hub face and has the spring locations that match with your frame. We have an axle-less system that is ideal for your type of application and it includes the suspension needed. I recommend the Timbren Axle-Less Trailer Suspension System with Hubs - 4 on 4 - Regular Tires - 1,200 lbs # A12RS440 which includes the hub assemblies and is compatible with wheels that have a 4 on 4 inch bolt pattern.
For your tires, I recommend the Kenda 5.30-12 Bias Trailer Tire with 12" Galvanized Wheel - 4 on 4 - Load Range C, # AM30790 which are rated for speeds of up to 65 mph. This combination will help ensure that your trailer tires when inflated to 80 psi when cold (prior to trip) will handle well to give your pets a safe and smooth ride.
