13067 Curt Class 3 Trailer Hitch Receiver Has a 400lb tongue weight. Is loading it with 460lbs asking for a failure or does the factor of safety allow 60 additional pounds?

The Curt Class III Receiver Hitch # C13067 referenced in your question, which is confirmed to fit your 2013 Ford Edge, does indeed have a tongue weight capacity of 400 pounds. I cannot recommend exceeding this capacity, even by just 60 pounds, as doing so may result in damage to the hitch or vehicle. Going over the trailer hitch's capacity will also void the manufacturer's warranty.
I also recommend checking the tongue weight capacity of your vehicle itself, as it's possible that it is lower than the hitch rating. You will need to stay below whichever capacity is lowest. This information should be listed in your copy of the vehicle owner's manual.
I have attached an installation video for this hitch on your 2013 Ford Edge that you can use for reference. Please note that with this hitch, Curt also requires that all non-trailer loads such as bike racks and cargo carriers to be supported with stabilizing straps like # 18050.
