The most economical way to haul two kayaks on a 2017 Toyota Prius C consists of a few parts. A roof rack, and a kayak solution.

As far as for the kayak carrier itself, there are two options that will fit your needs well that are all inclusive:

The Rightline Gear Kayak Carrier, part # RL100K10 is a foam-block style carrier that includes foam blocks to protect the kayak itself and both side-to-side and bow and stern tie downs. You can purchase multiple sets to carry up to two kayaks. This will be an extremely tight fit, but may work.

A more effective carrier is the Malone Stax Pro Kayak Carrier, part # MPG115MD. This is a post-style carrier, providing more protection for the kayaks and more stability. It additionally includes all tie-downs, blocks and straps needed for the kayaks, providing two for each kayak and a third all together tie down.
