A local hitch guy told me that the 11327 is a better hitch because its frame-mounted rather than the pan mounted 11290. Im likely to use the hitch for my bike carrier or luggage rack. So any opinions about what would be better for my 2005 Honda Accord?

Both hitches would work well for your 2005 Honda Accord but I would go with the part # C11327 since it is frame mounted over the pan mounted part # C11290. For what you are doing though it most likely would be fine either way though.
Curt requires the use of their stabilizer strap part # 18050 when using their hitch to carry a non-supported load like a bike rack. I attached a review video for you to check for the strap as well.
