Can this adjust temp at which fans kick on low and high speed? If so what are the options for adjusting fan on an 08 Silverado 1500 5.3 Z71 LTZ?

Yes, the Edge Gas Evolution CS2 Performance Tuner part # EP85350 will allow you to adjust both low and high speed fan setting on your 2008 Chevrolet Silverado 1500 5.3L V8. The parameters for doing so are in reference to coolant temperature. Once the engine's cooling system reaches a certain temperature, the fans will kick on. You can set the fans to the temperature in which you want them to come on using the programmer. This will be further explained in the attached instruction.
In order to mount this tuner in your vehicle for easy access, I recommend using either the Custom Dash Pod for Edge Monitors part # EP28501 or part # EP28502.
