How do you VENT the Valterra RV Water Tank Part #R8036 and FILL it?

There are 6 total ports that are on the Valterra RV Water Tank # R8036. The drain at the bottom is already drilled out and ready to be used. To install a fill port you would need to punch out the upper ports which are still sealed.
I attached a picture that points out the ports for you to see where they are.
