how do I measure a rim we have h78x14 tires with a 5 bolt pattern

Your H78x14 rim is probably a 1970's vintage. Back then the H letter code referred to a range of widths, but not to any specific one. This wheel's width could be 5-1/2, 6, 6-1/2 or 7-inches wide. It is of course a 14-inch diameter. For a modern tire size designation that will fit this rim you can use a size 215/75-14, such as # TTWTRTM2157514D.
