How Is Handle For Cam-Action Lockable Door Latch Kit # 383200 Attached To Pipe

Question:
Does the pipe just compression fit to the cam lock? Do you just drive the cam lock into the 3/4inch ID pipe or is there a tack weld that needs to be done.

The handle of the Cam-Action Lockable Door Latch Kit # 383200 needs to be welded to a 3/4 inch pipe.
The rest of the hardware included with the kit can be bolted to the door. The pipe and the mounting hardware is not included.
