Question:
Can I use these to mount a tool box onto the tongue of my trailer? If not what would you suggest? Thanks,

As long as there's a lip or ledge for your tool box to attach to the mounting kit part # DZ97904 could work well for attaching your box to the trailer.
The other option we see work well is to run bolts through the floor of the box and the trailer to secure it.
