The Dexter Nev-R-Adjust Electric Trailer Brake Kit # 23-464-465 referenced in your question are 12 inch brake assemblies designed for 7,000 pound axles.
Based on my research, the total weight of your Layton Skyline Camper should be between 4,700 and 5,700 pounds, depending on the exact model you have. The camper also has 2 axles, which would make it unlikely to have axles with a higher 7,000 pound capacity.
In order to find the correct replacement brakes for your camper, you will first need to know the inside dimensions and depth of your brake drums, as well as the number of holes in the brake mounting flange on the axle. You will also want to locate the axle capacity on the trailer, which should be labeled with a tag faxed to the axle itself or on the trailer's identification information.
I have attached a link that will take you to our available selection of electric trailer brakes for you to look through. You can filter through size and weight capacity using the links on the left side of the page.
