Question:
If the Saab is a standard transmission is it still not recommended to tow 4 wheels down?

A 2001 Saab is not meant to be towed with four-wheels down, no matter the transmission. According to the Saab owner's manual, the recommended way to tow this vehicle would be with a flat-bed trailer.
Another option could be a tow dolly, such as this Roadmaster, # RM-2050-1, which would lift your Saab's front wheels off the ground in order to tow it. I have attached a review video of this tow dolly for you.
