Hi, I just bought a used trailer and the overall tire size is 22. Do I need to just measure the steel rim or can you help me find a basic fender that will fit that tire size? The current fender is about 8inch wide and about 22inch long

It sounds like you have 5.30-12 size tires on your trailer, which have an overall diameter of 21.9 inches. These tires will mount onto 12 inch wheels and we have a large selection of fenders that are designed for this wheel size. I do also recommend verifying the wheel size on your trailer to ensure that these will fit.
The closest fender to the dimensions you provided in your question we have available is the Fulton Single Axle Trailer Fender w Top Step - Black Plastic # F008559. This fender is 7-3/8 inches wide x 22-3/8 inches long x 6-1/2 inches tall. It is also available in Silver Plastic # F008569 and White Plastic # F008549.
