For your trailer coupler and ball mount, I recommend the Curt 2 Inch Hitch Ball # A-90. This 2 inch ball has a 1-1/4 inch diameter shank, so you will just want to make sure that your ball mount has a 1-1/4 inch opening to receive this hitch ball.
To most accurately determine the amount of drop you will need on your ball mount when measuring from the ground to the trailer coupler, you will want to measure to the bottom of the coupler instead of the top. With this in mind, the measurement of 17 inches to the top of the coupler that you provided in your question will most likely be around 2 or 3 inches shorter when measured to the bottom.
I recommend verifying this measurement on your trailer coupler and consider a ball mount with a bit of a larger drop like the Curt # C45342. This ball mount has a 6 inch drop and may be closer to what you will need to tow your trailer level.
I have also attached an article on ball mounts and how to choose the best one for your setup that you may find helpful.
