Question:

Swagman XC 2-Bike Rack Platform Style for 1-1/4" and 2" Trailer Hitches # S64650 My husband and I have been pretty happy with the product. Today, his bike came off. Not much damage, but the guy at the bike shop asked why we didnt have straps on the wheels. We didnt get any. I noticed the xtc-2 comes with straps. Should there have been straps with this?

On your Swagman XC 2-Bike Rack Platform Style for 1-1/4" and 2" Trailer Hitches # S64650, I have not heard of a bike coming loose until now. There are not bike straps that come with this hitch because they are not needed. The adjustable hoops should be cradling your wheels so they won't move much front to back or left to right. The frame hooks should keep the bike from moving up and down. The XTC-2 bike rack # S64670 you mentioned having hooks on the wheels does so because of a different fit without the complete wheel hoops.

It sounds like the bike either wasn't installed correctly or the ratcheting hook wasn't holding properly. I recommend testing that ratcheting system before heading back out on the road to make sure it is functional.
