Can these rods be attached to each other to make them 15inch long?

I went out to the warehouse to look at the two extension tubes included in the Valterra Waste Valve Extension Rod Kit # T1046-12VP referenced in your question. The rods are threaded all the way through on the inside, so while they were not designed specifically for this purpose, the two rods can technically be attached to each other to provide an even longer extension.
Also keep in mind that each of the included rods can be extended up to 2 inches, meaning the 9 inch rod can extend to 11 inches. So you may still get a long enough extension just using the larger rod by itself.
