The maximum speed rating for trailer tires is 65 MPH. The B rating is the load rating for the tire, which is 590 pounds at 65 PSI.
You always want to have the tires of your trailer inflated to the maximum PSI rating at all times. If they are not inflated to maximum PSI, the thick sidewalls can heat up and wear faster than normal.
I have linked an FAQ on trailer tires that you may find as a good reference.
