Troubleshooting HydraStar Actuator Cap that Just Spins

Question:
We have a customer that has the carlisle hydrastar hba12 and his reservoir cap doesnt seem to lock in place it just keeps spinning, do you think it is a problem with the cap? Or is that how they all are? Thanks in advance!

Look on the underside of his current cap. Does it look like the picture I attached? If not then the cap would be the problem. If so then the issue is the actuator. Most likely it's the cap though.
