Do either of the Draw Tight or the Curt hitches allow for the plastic under-bumper panel to be re-installed back onto the vehicle?

On both the Draw-Tite # 76020 and Curt # C13284 trailer hitch receivers the lower trim panel on the 2016 Mazda CX-9 is not reinstalled.
