I see the Item # E-100 and was wandering if i could carry my wife's scooter on it. weighs about 150 lbs with its carrier

The Curt RV Bumper Hitch # E-100 that you reference has a Weight Capacity of 3,500 lbs and a Tongue Weight rating of 350 lbs. Just looking at the numbers, it will hold the weight of your wife's scooter and the carrier.
The one thing that you need to check before using this setup, though, is if the carrier is rated to be on the back of a Trailer or RV. Anything that is carried behind a Trailer or RV needs to have been tested and approved by the manufacturer since there is much more play at the rear of Trailers and RVs as opposed to that of a vehicle.
Keep in mind that per the warranty, any non-trailer loads used with this Curt hitch # E-100 must also use the Curt Trailer Hitch Support Strap # 18050.
