Do the Curt hitches require drilling for installation or are the holes already there?

For the 1983 to 2010 Ford Crown Victoria, Sedan and Wagon, you will need to drill 4 holes in the frame in order to install Curt Trailer Hitch, # C12130. I have included a link to the installation details. Step 4 in the instructions explains the required drilling. I have also included a link to a video showing installation on a similar vehicle, a 1992 Lincoln Town Car. The main difference on the Town Car and other vehicles compatible with this hitch is that on the Town Car there are some extra steps that are covered in the instructions.
The recommended ball mount for this hitch is # 36063. It is meant to be used in the rise position only. It can be used with ball # 19257 (1-7/8 inch diameter) or # 19258 (2 inch diameter).
