Will it fit over a 14 1/4 X 141/4 ventline dome vent?

Yes. The Camco RV and Enclosed Trailer Roof Vent Cover w/ Detachable Louvered Screen - White # CAM40431 is designed to fit over a traditional vent. It measures 18-1/2 long x 18 wide x 9-1/2 inches high, so it will install over the top of your Ventline dome vent. I've attached some videos to help.
