Why Do Trailer Wheel and Tire Combos have Slightly Different Weight Capacities

looking at tire and wheel assembly am35010. why would you put 3640# tire on a 3050# wheel ?

Tires and wheels aren't always perfectly matched when they are rated for weight. Generally we see the wheel and tire combos we carry having slightly different capacities between the tire and the wheel. The companies try to match them within reason, but it's not something that possible all the time.
You will have to go by the lower rated component as the overall capacity. In the situation of the # AM35010 you would need to stay under the 3,050 lb capacity.
