For a class 1 compatible bike rack for 2 bikes with integrated locks, I recommend the Swagman Chinook # S64683. This is a tilting rack that will allow you to access your trunk even with bikes loaded. It folds up close to your vehicle when not in use. It has integrated locks in the ratcheting hooks and it has sliding wheel cradles with ratcheting straps to hold your bikes securely in the cradles. This bike carrier has a threaded hitch pin lock that also serves as an anti-rattle device. This rack also has an adapter sleeve if you ever want to use it in a different vehicle receiver. This is a solid steel construction with black powder coat finish to resist rust. It has a weight capacity of 45 lbs per bike. I've attached a video for you to review.
